Unpaid and Overpaid

You have to give the Town Supervisor credit for having a large set of kahoonas. Unfortunately he never seems to think about the consequences of his actions.

Tonight’s town board agenda includes an incredible item. “Failure to pay a Deputy Town Attorney” It’s classic Mark Evers trying to bust the chops of people he doesn’t like. Our sources tell us that Evers has simply declined to sign the attorney for the Planning and Zoning Board’s retainer agreement. He then tells the Town Comptroller she can’t pay his salary until a contract is signed. Result, the man works and doesn’t get paid for it. The Town Board finally says enough and Evers gets his butt embarrassed at a public meeting.

This was what he did a couple of times with regard to board approved actions he didn’t like. When he doesn’t get his way, he acts in a manner that is simply unprofessional. For example the Board passed a resolution approving an $80,000 IDA grant for the Comprehensive Plan. Evers sat on the contract for the county refusing to sign it and delayed the funding for a month until the Board called a Special Meeting and made a fool of him. He then refused to sign the contract with the company the Board retained to write the Comprehensive Plan and again the Board had to call a special meeting and embarrass him by ordering the contract signed. He then tried to derail the Planning Committee by making illegal unilateral appointments of his cadre of political flunkies from Casale Excavating and the Germano reform Democrats.

Evers has proven he is anything but a consensus builder or team player, which is something the county Republicans will learn just as the town Democrats did, the hard way. That is if Evers gets passed voters.

Now to the other Evers missive, the illegal disbursement of town funds to another political pal. If he loves you, he pays you, if he doesn’t, he holds your money. That is the Evers style of politics. Just ask Casale Excavating about the illegal $83,000 check Evers gave them without town board approval. You get bucks when you run the Conservative Party and promise to endorse Evers.

Evers ally in the so called reform democrats is William Madsen. He has close ties to developers, F. James Germano and to Evers. Until December 31, 2006, he was Vice Chairman of the Planning Board and was paid an extra stipend for that title.

However, Madsen was not reappointed to the Vice Chair position in January. Gregory DeJulio was and he decided not to sign the oath book as required. (Sounds like the Town Clerk, hey?) DeJulio said it was for health reasons but nonetheless, he declined and the Board did as well, decline to appoint anyone else.

So why is Evers and the Town Comptroller paying Madsen the extra stipend of the Vice Chairman? Because it’s ok to pay your friends illegally and its ok to not to pay your adversaries. The town web site incorrectly shows Madsen as the Vice Chair of the Planning Board. We learned Evers made that happen. We also learned that the Town Comptroller is paying Madsen the extra stipend without benefit of a required resolution of appointment.

You can see why we can’t wait to see the State Comptroller’s Audit. We trust his auditors read the North Greenbush Pipeline so they include all that is hidden “behind the greenbush”.

i'm really getting sick and tired of hearing "illegal payment, illegal payment".....can't be very "illegal" checks are cashed money is spent etc.etc, and so it goes. no one in jail, money not taken back,no one or company being sued for over payment or "illegal" payments....town board goes along with the payments...seems to me someone has been crying wolf for so long no one pays them any mind.....

Would you prefer "Improper payment"?
There are town laws setting forth required procedures for the appropriation of public funds. Genericly speaking, if they are not followed, the payments become illegal. As for the failure of law enforcement to act or for private citizens to file suit against these acts, that is not unusual. There is one lawsuit pending seeking removal of the Supervisor for giving out $83,000 to a contractor without required Board approvals. Sometimes people act.

Board members meet at meetings. Evers, the Supervisor works in the town hall. During his working hours he acts unilaterally firing people, making illegal payments and doing all kinds of improper and illegal things. The board & taxpayers hear about it at a later date and have to try to clean up his mess. Unfortunately, board members are not able to hold Evers hand all day long when he is left on his own.

I hate to tell you North Greenbush but Evers , Connolly , etc., are bragging that the fix is in with the State Comptroller investigation. I hear the examiner spends his days trailing around behind Katie. May be she's found love, at last or again. I can comment no more on this because I might turn vulgar and I know the pipeline doesn't accept that.
