It seems Lou Desso leads by example, a bad example. After immersing himself in repeated ethical if not legal quagmires, his lack of an ethical and moral compass has been spreading to those who work in town government.
After learning that this town board has no problem with applicants using the town engineer to do their work and then review it as town engineer, we now learn that the head of the Building Department is fast becoming a developer, building homes his department must inspect.
The town Ethics Law is clear.

S13-4 Conflicts of interest. No Town
employee shall have any interest, financial or otherwise, direct or indirect,
or engage in any business or transaction or professional activity or incur any
obligation of any nature which is in substantial conflict with the proper
discharge of his duties in the public interest.
Today's Times Union provides a look into a decision by the head of the building department to proceed with a major subdivision before the Ethics Board decides whether he would be violating the town code by engaging in an enterprise which directly conflicts with his duties as a town employee.

You might also like to look up employees from all over the State who have maintained their status and certification via in service training requirements in code enforcement. This may surprise you. But be sure you check with DOS to be sure the list is correct in terms of omissions.

There will be a Article 78 filing against any action taken by North Greenbush Planning Board to approve this major subdivision for 2 reasons
1- Applicant is the Town of North Greenbush Building Dept. Coordinator and board members should abstain from voting on it and as such Planning Board Chairman should recommend it go before another township within Rensselaer County due to a conflict of interest .
2- The Applicant is in direct violation of the disciplines set forth in town code 73-2
§ 73-2Restrictions on employees.
Any employee of the North Greenbush Building Department directly involved in code enforcement shall not engage in any activity inconsistent with his duties or with the interests of the Building Department. Building officials employed as per §§ 73-1, 73-2, 73-3 and 73-4 of the Code of the Town of North Greenbush shall not perform code enforcement activities with regard to any project, building, business, furnishing of labor, materials, supplies or appliances for, or the supervision of, the construction, alteration, demolition or maintenance of a building or the preparation of plans or specifications thereof that they have separately undertaken, enjoined or participated in, either indirectly or directly, within the Town of North Greenbush.
