No Bid Contract for Comprehensive Plan?

It appears as if Al Spain wants to give a politically connected firm which donated $380.00 last year to his brother's Democratic Committee, a no bid contract to "finish" the finished Comprehensive Plan.

The agenda for this Thursday's Board meeting has Spain sponsoring a resolution authorizing the Supervisor to award a contract even though no bids were ever solicited. That amounts to a blank check which is almost like awarding a contract for a specified amount and allowing it to be overspent like it was "water".

Laberge Engineering is Spain's pal in this waste of town money. It's a company with a checkered past as reported in the Times Union on September 6, 2005.
"But Laberge hid a dark secret when he dined with the governor that Sunday night. Less than a month earlier, he had authorized one of his employees to pay a $2,500 bribe to a state leasing agent, which was to be a down payment in an illicit deal aimed at winning Laberge a multimillion-dollar lease with the state of New York. Years later, as the scandal broke, it would force an abrupt end to Laberge's storied career and leave him a disgraced felon."

We won't bore you with the rest of the details in this lengthy TU article. Suffice to say that no contract should be awarded to anyone without competitive bidding, not to Laberge, not to anyone. It's bad business and runs contrary to the State Comptroller's recommendations for any local government.
