Evers Solution to Water 14

After allowing a million dollars in overspending without informing the Town Board he was unilaterally paying his Conservative contractor, Mark Evers has a solution for the unfinished water district. With residents rightfully screaming they are paying for water bonds and maintenance but cannot access the system, just pump hard with a bucket underneath and you can have all the water you want!

All kidding aside, the Supervisor is being asked to produce the checks he alone signed and gave to his Conservative contractor which exceeded the bid price and bonding authority. The problem is the Town Board passed a law on April 13, 2006 requiring a signature on all checks from the town comptroller along with the supervisor. Prior to this date, only the Supervisor had to sign the checks.

Below is a press release from CB Smith asking Evers to produce the last 4 checks he signed to Casale in 2006 from July through December. The town comptroller was supposed to sign those checks up until he resigned on September 30, 2006. That means that 2 of the 4 checks needed the Comptroller's signature since he was still in office. Smith believes those checks were signed unilaterally by Evers because the man Evers blames, Ted Nabywaniec, refused to authorize more money since the authority to spend was being exceeded.

Evers Must Release Copies of Over- run Checks To Conservative Contractor

North Greenbush Democratic Committeeman Charles “CB” Smith is seeking the release of copies of FOUR checks issued to the Conservative Contractor in Water District 14 to settle the question of responsibility for payments which exceeded the contract and the 7.1 million dollar bonding authority.

On April 13, 2006, the North Greenbush Town Board passed a Resolution requiring the Comptroller to “CO-SIGN” all checks. On July 30, 2006 a check was issued to Casale Excavating for $326, 093.78 which caused the 6.4 million dollar contract to be exceeded by just over $200,000 with total spending listed on claims personally signed by Supervisor Evers at $6,631,826.17. A second check issued on August 29, 2006 for $200,443.90 was also signed by Supervisor Evers bringing the over spending to over $400,000.

“I believe the Town Supervisor personally signed those checks without the required signature of the Town Comptroller, Ted Nabywaniec”, stated Smith. I believe Mr. Evers issued those checks in defiance of the Town Law passed in March 2006 requiring the CO-SIGNING of checks. If so, these are clearly illegal disbursements to the contractor in Water 14 who runs the Conservative Party which endorsed Evers, Desso and Spain the following year.

Mr. Evers refuses to accept any responsibility for these payments and the mismanagement on his watch as Chief Budget Officer and instead blames the former Comptroller who is hundreds of miles away, unaware and unable to defend himself from these self serving attacks. Evers, Desso and Spain also try to blame the former Board Majority instead of Evers, even though Evers alone signed the checks which paid the contractor $1,036,436.22 by the end of 2006 via FOUR claims.

Smith noted that the former Comptroller resigned effective September 30, 2006 and that TWO of the FOUR over payments which began on July 30, 2006, occurred while he was Comptroller. The remaining TWO payments occurred with no Comptroller on staff.

“I challenge the Supervisor to order the release of copies of all FOUR checks issued to Casale Excavating from July through December 2006 which caused more than ONE MILLION DOLLARS in overruns to District 14 taxpayers”, stated Smith. I believe that the former Comptroller REFUSED to sign those checks and that he personally informed Evers that he would not sign them because it would unlawfully exceed the agreed to BID, stated Smith. “It’s easy to blame people who are not here to defend themselves and hide from the media seeking answers. It’s harder to stand like a man an admit a serious mistake”.
