Well the poorly noticed Town Board Meeting called by the Supervisor to pay his Conservative Contrator with money from what is called the "retainage" account, fizzled into a long executive session and a vote to table and do nothing.
Retainage is money held back from the contractor as a kind of iunsurance that the work is done satisfactorily. The appears to be over $100,000 in that account which is probably way off what it should be because Mr. Evers and those who administered the contract in the Building Department haven't a clue about accounting procedures.
Bottom line is that the State Comptroller will be issuing his audit report very soon and any action now to pay the contractor money the town is unsure he is entitled to or simply cannot legally pay, would make this board look like of bunch of fools. It's not prudent with this audit due out any day to jump the gun and do something the audit may determine is or was inappropriate.
That didn't set well with the contractor who was visably upset with the town board he supported in the last election through control of the Conservative Party and alliances with the other 3 major party chairs. So with Evers making a mockery of Open Meetings Laws and open government, it was another night of looking foolish for him, espoecially since he was the only member to vote to ignore the legal advice and try to bring the payment resolution to the floor for a vote.
Today's Record has a story on the meeting here.
All is not well in Town Clerk Land.
Clerk Connolly appeared at the meeting room doorway several minutes after the meeting had concluded and muttered she was calling police. Why she did not say. Was it because her friends the Casales and their lawyer were still in the board room speaking with a reporter? Whatever it was, it is clear all is not well with the town clerk who has apparently made adversaries out of one time political allies. That 50 vote margin she won by in the Democratic caucus last fall gets smaller every day.
The Evers-Desso-Spain Transition Team of 12
Well, we have received a few e-mail with educated guesses of who Evers and company are either so embarrassed about telling the public who produced the hiring recommendations they tried to tout as stellar or are so afraid of them, they dare not say their names. We are going to throw a few guesses into the pool of transition team candidates who the Open Government Champions of Evers-Desso-Kern and Spain are hiding.
F. James Germano, former Democratic Party Boss who got into political bed with Republicans like Henry Zwack and would up getting indicted in the process.
Jeff Spain, the so called reform Democrat and Chairman who endorsed the GOP town Board candidates Desso and Evers. Michael Casale, the Conservative town chair who helps run the company that hold the water contract in WD 14 which is way over budget and under State audit.
Michael Casale, Conservative Chairman and contrator in WD 14.
Jack Casey, GOP County Chair with a flair for using endorsement paybacks to dump lawyers onto the town of North Greenbush payroll. Tom Connolly, County Independence Party Chair installed by Senator Bruno to obey the orders of the Senate Majority who fancies himself an expert in the art of fine tuning job applications, gifts to public officials and obtaining college degrees.
Lou Cotrona, mastermind of the so called reform democrats and former chair of that group is points to reform in the town courts as his first accomplishment. Richard Crist, the grossly overpaid GOP legislative staffer from the majority office whose paycheck exceeds the elected sheriff and county clerk whose name is a topic of conversation in the office of the special prosecutor assigned to investigate allegations against him.
Kathryn Connolly, member of Jeff Spain’s Democratic Committee which endorsed Republicans instead of Democrats and who desperately tries to tell everyone how to run things and is often referred to as the “6th Town Board Member” because of the air time she takes at board meetings instead of taking accurate minutes.
From their, we think Mr. Evers can fill in the 4 blanks although we could easily keep going with some of the associates and family of those above. So how about it Town Board Majority and Mr. Evers. What are you so afraid of? We don't expect any members of the clergy to appear but maybe a developer or two wouldn't surprise anyone.

NYSDOT retainage usually amounts to 5% of the monies that have been paid out to the contractor. ie: 7 million paid to conractor then 350,000 of the 7 mill should have been held back. in all fairness it's not unusual to give the contractor his retainage money when the owner of the project/utilties etc. sees fit, which could be anytime after the contract is about 1/2 completed. lots of factors involved.
