Aside from being a "Democrat" whose Troy City job is controlled by the Republican Mayor, Al Spain has shown a complete lack of knowledge with regard to the Comprehensive Plan recently completed by Bergmann Associates at a cost of $51,000 after two years of work.
The compeleted document was delivered to the Town Board by the consultant and its content was derived from the entire North Greenbush community. That includes all of the various stake holders Spain mentioned at his first board meeting who he seemed to think had not provided input to the document.
We're sorry to tell Al after his long winter nap which kept him from attending the 30 plus meetings held by the Comprehensive Plan Commitee and its volunteers, each and every interest group from school districts, emergency services and business were invited to provide their ideas and concerns, all of which are reflected in the finished document.
So why Al Spain thinks there is still work to be done is either a reflection of his own ignorance of the process or his arrogant intent to damage the result and poitemtially jeopardize the future funding of the critically I-90 Connector, the completion of which is a key goal of the finished product.
So the town will wait for Al and his friends to adopt the plan just as the prior town board attempted to do at their final meeting only to be obstructed by Evers and Kern voting to stop adoption with one majority member absent from the meeting.
Town residents will hold Spain and his allies strictly accountable for the passage of this document without tinkering with its recommendations in order to benifit some special interest that surfaces from the development community while the new town board sits on its duff.
Stay tuned as Al catches up on the plan, the meetings he never attended, the work and time he never put in or cared about. And hold your breath while he gets to read the document which he has clearly never read, hence he never would have made the specious remarks about the document spoken on January 2nd.
