Evers Budget hides a Deficit

Well, the Supervisor as predicted allowed the town clerk to prepare his budget, in part because he hasn’t a clue how to do it and in part because no one who is supposed to do it did it. Go figure!

Apparently the entire document was prepared without a critical fiscal tool called a “budget to actual” for 2007. This spread sheet would tell you where each spending code is in relation to the budget for the year and should be available to the town board and supervisor on a month to month basis. Without this tool, the preparation of a new budget is simply a crap shoot in which the preparer guesses how much revenue actually came in as projected and how much money remains in each budget code. In essence one can have absolutely no faith in the projections. That is how North Greenbush has been run for the past two years with Mr. Evers and that is how he prepared this and last year’s budget.

You may recall that last year Evers simply misled everyone putting out a press release declaring his budget has a tax hike of only 3%. The math showed a tax hike of 33%. Evers refused to admit the discrepancy and in the end, the town board got it down to about 13%. They did this by including as revenue $235,000 in GEIS fees identified by the town engineer and NEVER collected by Evers. Hence, the notion that yesterday’s budget offers a tax cut is nothing short of laughable. The town in reality is running a six figure deficit which explains why Evers can’t and wont show the Board the Budget to Actual for 2007.

Workshops on the Budget should be interesting because the Board will demand the numbers be provided. When they are exposed, so will this latest act of deceit.

Today is Day 83 for the North Greenbush Democratic Committee violation of State Election Law requiring the on line filing of a Financial Disclosure Report due July 15, 2007. Laws apparently don’t apply to the “reformed” democrats under Jeff Spain and his Treasurer, Tax Collector Kyran Devery.
